Questions keep the word order
他是谁？ → 他是我哥哥。
A question word stands where the answer will go. Nothing moves to the front, and no 吗 is added.
Examples
- 他是谁？ Tā shì shéi? Who is he?
- 他是我哥哥。 Tā shì wǒ gēge. He's my older brother.
- 你家在哪儿？ Nǐ jiā zài nǎr? Where is your home?
