家家户户 and 千家万户: every household

家家户户 + 都… · 千家万户

A doubled number turns into 'every single one': 家 家, 户 户 — 'in every household, no exceptions': 家家户户都吃饺子. 千家万户 is 'thousands of households', i. e. very many, not 'each'. Both are words of news and festival prose; the difference is in the claim: 家家户户 — every one, 千家万户 — the masses.
