乃至: and even
A、B，乃至 C（= A、B，甚至 C）
The written 'and even': you list things from small to big and put 乃至 before the widest item: 学校、企业，乃至整个城市. It is 甚至 in written form and lives in texts. Mistake: confusing it with 以及, which simply adds another item without the 'all the way to' escalation.
Examples
- 改革影响了学校、企业，乃至整个城市的公共文化。 Gǎigé yǐngxiǎng le xuéxiào, qǐyè, nǎizhì zhěnggè chéngshì de gōnggòng wénhuà. The reform affected schools, businesses and even the whole public culture of the city.
- 学生、老师，乃至家长都来了。 Xuésheng, lǎoshī, nǎizhì jiāzhǎng dōu lái le. Pupils, teachers and even parents came.
- 这首歌在全国乃至全世界都很受欢迎。 Zhè shǒu gē zài quánguó nǎizhì quán shìjiè dōu hěn shòu huānyíng. This song is popular across the whole country and even around the world.
